Cyrano Agency. By far.
This is hard from a western viewpoint - because I collect arthouse movies the foreign are mostly of this category. But after flicking through my listings I'd have to say that there is not really a top 10 of such that anyone could possibly say was exacting. Rather there a many good and remarkable productions and a few stand out that may over a length of at least 2-3 generation maintain their appeal as really memorable masterworks.
Like any artist - there a few that make this level of cinematic superiority, and no award or accolade could justify true quality in all the casting of scenes, acting, through the lens creativity, and script editing on the fly. After-all we are only human, but our endeavors aspire to greater things somewhat fantastic and unreal when viewing special effects. Why? - our minds spin from one genre to the next at a whim or emotion catching our thoughts and bringing us into the journey and presence. What brings you back to remembering those moments? Does any movie deserve the number one slot or even 3 or 5. It cant be a set of numbers that defines good. The word itself doesnt describe those moments of a memory and emotion. The movies mentioned here are great cinema - I supose my favorites would be 'The Host', 'Wushu' (Warrior), The Good, The Bad and The Weird (Comedy), 'The Banquet', and 'Musa (+ you need a cinema quality super-widesceen and surround sound to really appreciate just the editting on this one).
